What Is a Comprehensive Plan and Why Is It Important?


The City of Poquoson’s Comprehensive Plan is an advisory document written to guide decisions on development, land use and resource management.   The Comprehensive Plan includes general demographic and statistical information on the City, as well as survey data and public feedback on citizens’ preferences for future development.  The purpose of the Plan is to outline goals, objectives and a community-developed vision to guide citizens and City officials on issues such as housing and commercial development, zoning, transportation infrastructure, and environmental management, and provide general policy directions for Poquoson for the next 20 years.



The 2018-2038 Comprehensive Plan

Since 1950, the State of Virginia has required each locality with a zoning ordinance to prepare and adopt a comprehensive plan, and to review that plan every five years to determine whether revisions or updates are necessary.  Beginning in 2016, the City of Poquoson conducted a general update of the Comprehensive Plan.  This process included updating City demographics and statistics, collecting citizen feedback on the future development of Poquoson, and incorporating this feedback into a draft Plan for public review and consideration by the Planning Commission.  This draft was eventually adopted by City Council as the 2018-2038 Comprehensive Plan on October 9, 2018.
