Chief Keatts joined the City of Poquoson on October 13, 2020. Chief Keatts holds a Bachelor of Science Degree in Criminal Justice from Radford University and a Master of Public Administration Degree from American Military University. He is also a 2015 graduate of the University of Virginia’s National Criminal Justice Command College and completed the FBI-LEEDA Executive Leadership Institute in 2019.

Chief Keatts is a 26 year veteran of the Roanoke Police Department with experience in Uniform Patrol, Community Policing, Crime Analysis, the School Resource Officer Program, Administrative Support Services, Professional Standards and Criminal Investigations.
